Putin Signs New Conscription Law
Russian President Vladimir Putin signed into law amended conscription and mobilization rules on Friday, establishing a unified digital database of citizens subject to military service. The measure was fast-tracked through the legislature in Moscow in less than a week.
The Ministry of Digital Development was tasked with establishing the registry, which the Ministry of Defense will operate. The government will draw on its existing databases to populate the registry, including tax, election, medical, police, and court records, and those drawn from employers and universities.
The register will help track the summons sent out to eligible conscripts by mail and now electronically, using the “appropriate” platforms, such as the state services portal “Gosuslugi.” The summons will be considered served within seven days of being posted to the registry. The recipient will not be allowed to leave Russia when the warrant is issued.

A critical document which we found in 2010 was called Mindspace (you can find it very easily by searching online for it as a PDF document). In that document, the Government admitted that it was using applied behavioural psychology to influence how it designed policy and how it implemented policy.
At one particular point in that document—in fact, it’s at the bottom of page 66, if I remember correctly—the Government boasts that it can change the way people think and behave, and that people will not be aware that this has been done to them. But it adds the caveat that if they do realise that their behaviour is changed, they will not know how it was changed.

Elements close to Indian prime minister Mr Modi's Bharatiya Janata Party (BJP) are suspected of having incited British Hindus to confront Muslim youths in last summer's explosive riots in Leicester.
A UK security source said there was evidence of BJP-linked activists using closed WhatsApp groups to encourage Hindu protesters to take to the streets.
But the source warned that this was only the 'most egregious' example of Indian Hindu nationalists using private social media posts to interfere in the UK.
He warned: 'So far, it's mainly local politics - Modi and his BJP doing that they would do in Gujarat [Mr Modi's home state] to get this or that local councillor elected.
'But it has to be stopped before it spreads to attempts to influence our national politics.'
