There's also a practical counterexample: a recent test where a developer successfully embedded a 66 KB image directly into a transaction—sidestepping the very limits BIP 110 aims to impose.

Bottom line: if someone is determined to store data on-chain, they’ll probably find a way. That makes changes to consensus an incomplete fix.
