*TEACHER MURDERED IN COLD BLOOD BY IRATE PARENTS OVER SCHOOL RESULTS*

Madam Daisy Mbathe Mbaluka a TSC employed teacher in a public school called Ndooni Primary School in Endau zone Mutitu Subcounty, Kitui east constituency is dead. She was killed yesterday as she reported to duty for opening of school. Irate parents had camped at tge school gate demanding transfer of all teachers due to what they called bad results.

Ministry of Education and interior have closed the school after the teacher was killed and burned by parents to ashes.

KNUT executive Secretary Kitui branch Mr. Mutunga has condemned the incident and demamded that all teachers in the school be relocated and school closed.

The headteacher Mr. Dickson Musya of Telephone number 0725008417 has agreed with KNUT es and recorded a statement demanding that all teachers in the school be relocated and the killers brought to book or he resigns.

*CONCLUSION*
That parents can kill a teacher should not be TAKEN LIGHTLY... Kitui county commander, ministry of education and all stakeholders must swing into action. it is a curse that the residents have brought to their children. Kamuthe PRIMARY SCHOOL in GARRISA county has been attacked by suspected Al-shabaab agents and 3 teachers killed. This took place this morning.

A Safaricom mast destroyed, Information us that an Ap camp was also razed down. This is the second school this year that has been attacked by Alshabaab.

It is only the 12th day of 2020. Our tears over the death of Daisy in Kitui have not dried. NOW THIS...

THESE FEUDS BETWEEN M.O.E AND TSC SHOULD BE AVOIDED FOR THE SAKE OF LEARNERS

TSC regional and county directors have refused to allow teachers to attend drama trainings that were organised by the ministry and sanctioned by PS Belio Kipsang. Tsc staff are citing orders from above.

We can authoritatively state that there are growing concerns that Top ministry of Education officals at Jogoo house and counties are not seeing eye to eye with TSC top staff at the hqs and counties. This adamancy by TSC not to release teachers is a revange tactic.

The feuds have been simmering for a while now on issues, staffing, duty allocations and finances. The latest feud on drama festivals has angered ministry officals who had written invitation letters to school heads asking that drama teachers be allowed to attend workshops at regional levels starting this Thursday 16th January. MOE had already secured and paid for venues, training manuals, and invited the facilitators.

But in a surprise twist of events, TSC directors have send warnings to school heads not to release any teacher unless over the weekend. Ministry of Education is clear that weekends are rest and worship days. Trainings should be on work days.

CONCLUSION

It is prudent that TSC staff respect and obey directives from the parent ministry. Drama is a core co curricular activity and was programmed well before the school calender this year. TSC should NOT cause confusion over such a sensitive activity as it can lead to strikes in schools. Let CS MAGOHA CALLS TSC CEO and gives firm instructions that insubordination from TSC county directors will be met with heavy disciplinary measures. Let teachers attend the trainings as per schedule.

The main Source of My Satisfaction is when I see them Grow. I See them Succeed. I See them having all those Assets. I S
I am thinking about generally our shallowness as Kenyans. A teacher is killed along the road taking her children to school. The previous day parents had complained about the school, where she teaches, performance and school closed.

This was neither a deputy nor head teacher. She only taught Maths in class eight last year. So, obviously there wasn't such a strong ground to attribute the poor performance to her to an extent of plucking her from a bodaboda, killing her and setting her body ablaze. Anybody with modicum of intelligence would clearly note it was something else not KCPE results. But we didn't care, we accessed our keyboards and lamented how mere exam results had brought the killing. TSC was first to withdraw teachers from the school citing their security. Shouldn't that even wait for reports from the officers on the ground? In all that only KNUT spoke from the ground. Local education officials, Chief and sub chief, OCS, etc had not spoken. Neither had the fellow teachers nor family members spoken. Remember it is that TSC which keeps mum when teachers are slaughtered in North Eastern to an extent they struggle to get transfers.

So, Kenyans were quick to condemn and lament. Ironically it is that crop of Kenyans that accuse 'ignorant' voters for not making informed decisions during voting thus being swayed by propaganda. Most importantly, it is the same crop that pretend to read a lot and even watch movies which have complicated plots that scoffs at drawing conclusions from the surface or appearances. As it emerged later, the killing had totally different motives and reasons far away from KCPE results.

Pertinent question that emerge now is police saying she was under investigations for long following complaints linking her to serious crime including dealing with guns, kidnapping, torture and extortion. Is that the person they left to be dealing with our little children? That tells you why those, including TSC, with responsibility to keep our children safe had to find fault with parents to save face. We couldn't see through that lie but we think we are complicated to understand the shenanigans of politicians.

*TSC LATEST NEWS.*

*TSC WILL DEPLOY ALL THE TEACHERS WHO QUALIFIED TO TEACH IN SECONDARY SCHOOL FROM PRIMARY. 300% AUTHENTIC*
*In Summary:*
▪️All teachers to be deployed.
▪️Teachers ranked as per KCSE grades.
▪️Subject Combination a big factor of consideration.
▪️Next batch to take in a bigger number.

The Teachers Service Commission deployed 1200 teachers to Secondary School being the first batch of the 6,022 teachers whom data statistics at the Commission showed were qualified for deployment.

TSC compiled a list based on the KCSE result though all the Teachers with C+(plus) and above qualified. Teachers were ranked from C+ upwards up to B plain for the groups who missed out on cut off points. Year of graduation only applied where candidates had a tie with same subject combination.

Another criteria used was subject combination. There are those who had B- but still missed out because most schools are overstaffed with those subjects. One such group is George/BS. Several B- holders missed out but will be considered in the next batch.

*C+ NOT INFERIOR AND WILL GET PROMOTED.*
The teachers who scored C+ (plus) in KSCE should not be demoralised as has been peddled that they won't be promoted. This is because TSC recognises C+ as the minimum BED (Science and Arts) to any University in both Internal and external studies. TSC has employed these teachers as long as they meet the minimum requirement. When one is employed depends on the available vacancies then merit.

The TSC will therefore absorb all the teachers whose details are now with the Commission and a merit list developed for the same. In the Next batch of deployment,TSC will go by the merit list so far developed until every teacher is deployed.

*THOSE NOT LUCKY.*
The teachers who went for degree programmes outside the country must get a clearance certificate from the Commission of University Education (CUE). If one failed to submit this important document then TSC will not consider such degree papers as they have to be cleared first for consideration.

*NEXT BATCH IN THE NEXT FINANCIAL YEAR.*
The next batch of teachers to be deployed in the next financial year whose budget preparation is on. No new list shall be made until those who submitted applications and have been cleared are deployed. The next deployment will take more than 1500 teachers so as to fast track the process as well as meet the 100% transition. That is the position so teachers,relax.

NOTE: The process is not yet over and more letters are still being sent to counties though at a slow pace contrary to some teachers' liking.

The Kenya Universities and Colleges Central Placement Service Kuccps has announced First Revision of Degree and Diploma Choices for the 2020/2021 Placement. Candidates who sat for their Kcse exams for the year 2019 can now revise their courses and cluster points on Kuccps student portal website.
The KUCCPS online application portal is now open for the 2020/2021 placement to institutions of higher learning.

How to Revise KUCCPS University Courses 2020
Application Guidelines
1. To apply, login to the Student’s Portal using your KCSE Index Number and KCSE Year. Use your Birth Certificate Number/KCPE Index Number as the Password.

2. All programmes have minimum subject requirements. You will only be able to apply for a course whose minimum requirements you meet, but the selection will be determined by the overall performance and the available capacity.
3. You may view the available programmes and their requirements by clicking the Programmes tab in the portal. You can also search for courses by institution, using the Institutions tab.
4. As you select the programmes, you may move the ones that interest you into the Course Basket. This will enable you to work with a shorter list when preparing your final list of courses to apply for.
5. Once you have settled on your preferred courses, you will only be required to enter the Programme Codes.
6. To apply, use the Application/Revision tab to enter the Programme Codes.
7. After confirming that the Programme Codes entered are for the courses you would like to apply for, please submit and follow the application fee payment instructions.
8. An application processing fee is charged as follows:
Students applying for the first time – Ksh 1,500
Students revising their choices submitted in school – Ksh1,000
9. The placement processing fee should be paid after you have selected courses.
10. You are advised to keep your transaction code safely. It will be required before you make any subsequent changes to your application.

How to Pay
1. Go to your Lipa na M-PESA Menu
2. Select Pay Bill
3. Enter Business Number 820201
4. For the Account Number, enter your KCSE Year and KCSE Index Number (no space)
5. Enter your M-PESA PIN and Send.

First Revision of university Courses – Kuccps
The Placement Service Board held its 28th meeting on 17th January, 2020 to discuss the 2020/2019 placement of Government-sponsored students to Universities and Colleges.

KUCCPS second revision
Candidates who will not have qualified on competitive selection for any of their preferred choices during the first round of selection wil
l be given a chance to do second revision by selecting courses with unfilled capacities.
Stage 4: Placement to any Programme.

Any applicant who fails to qualify for their choices but meet the cut off points for placement may be offered any course with unfilled capacities taking into account the minimum requirements for admission.

RE: SUSPENSION OF 17 STUDENTS FROM YOUR INSTITUTION BY FORCING THEM TO SIT FOR EXAMS THEREFORE CONTRAVENING ARTICLE 32 & 24 OF THE CONSTITUTION.

The above matter refers stemming from your action of 20th January 2020 in which you irregularly suspended 17 students for allegedly refusing to sit for an exam on their Sabbath day contrary to the law full particulars are well within your knowledge.

Please be informed that your action offends Articles 24 and 32 of out Constitutions which talks about limitation of fundamental rights and freedom of conscience, religion belief and opinion. This position on the freedom of worship of students has further been buttressed by the Courts in the cases of SDA East Africa & Fugicha where it has reiterated that schools can never be enclaves where students do not enjoy their fundamental rights and freedoms.

The court ruled that Article 32 of the constitution of Kenya can only be limited in the framework provided for by Article 24. Article 32 guarantees every citizen freedom to manifest his or her religion through observance of its teachings, among other things.
SDA doctrines are anchored on observance of the Holy Sabbath that starts from Sunset on Friday to Sunset on Saturday. How to observe it is well expounded by Exodus 20 v 8.
Alliance High school's action to denying SDA Students right to oversee the Sabbath was declared as outright violation of the constitution and it was ordered to reinstate any student expelled on grounds of refusing to attend classes on Sabbath which is similar to Kabianga High School action.

In the case of Mohamed Fugicha v Methodist church in Kenya (the Court of Appeal -Waki, Nambuye & Kiage), the court rendered itself thus

"We do not accept that schools are enclaves that are outside the reach of the sunshine of liberty and freedom that the Constitution sheds. Students do not abandon their constitutional rights when they enter the school gate to regain them when they leave. Nor can fundamental rights and freedoms be contracted away in the name and at the altar of education. Schools cannot raise an estoppel against the Constitution. No one can. We are firm in our assessment that students in Kenya are bearers and exercisers of the full panoply guarantees in our Bill of Rights and they are no less entitled to those rights by reason only of being within school gates."
Kabianga High School Administration must be guided by the existing laws of the Land. Anything else is capricious, vacuous and Wednesbury unreasonable.
No amount of blogging will justify such brazen violation of constitutional rights of the affected students.

Accordingly, this is to demand, which we hereby do that you forthwith readmit the 17 suspended students within the 7 days with apologies to their parents failure to which we shall commence legal proceedings without further reference to you at your peril.
