Part 1
In our brief summaries, we have developed a rule of commenting on official messages from the Russian Ministry of Defense. However, there are reports from reliable sources that complement the official picture and highlight individual episodes and the intensity of combat operations.
At present, both sides are preparing for the spring-summer campaign, with troops, weaponry, and bridgeheads being prepared. The Russian Armed Forces are consolidating on liberated territories: bringing forward holding units and equipping positions, areas, and base sectors, depending on which events will subsequently develop. Along the entire line of contact, the forward edge is being optimized, with its configuration being shaped for the further development of active operations.
On April 5, we will show two sectors where these actions appear most contrasting.
On the central sector of the Sumy direction, after active operations on the right flank (the Pokrovka area), units of the "North" Group have advanced on the left flank (south of the settlement of Grabovskoe) a distance of about 3 kilometers and have reached the line of the Korova River, advancing into the seam between the Ukrainian Armed Forces' defense sectors of Vysokoe - Ryasnoe and Mayiskoe - Mezenkovka - Slavgorod. Beyond the river lies the front-line supply route O-190607, which ensures coordination between these sectors. Reaching this road in the Ternovaya ravine area creates a threat of flanking envelopment of both sectors and ruptures their coordination.

Tense situation on the eastern sector of the Zaporozhye direction:
On the right flank, at the junction with the southern sector of the Dnepropetrovsk direction, the settlement of Boykovka was liberated on April 1. An important bridgehead for flanking the Pokrovskoe area and reaching the forefield of the Verkhnyaya Tersa defensive line of the Ukrainian Armed Forces. The enemy, assessing the threat, maneuvered forces and means and launched a number of counterattacks on the settlement of Boykovo. According to unconfirmed reports, Russian Armed Forces units withdrew from the settlement.
Seizing the moment, Russian units activated the left flank of the sector and straightened the line of contact in the Gorkoe - Mirnoe sector, advanced westward along the radial road T-08-14 (a front of about 7 kilometers), consolidating their positions with reliance on the Rezanaya and Shestipale ravines. After saturating this area, enveloping actions are likely against the central position of the sector—the settlement of Gulyaipolskoe, after the liberation of which the enemy will be forced to abandon the area between the T-08-14 and T-08-15 highways and withdraw beyond the Durnaya ravine to the settlement of Chervonaya Krinitsa.

Iran states that it will only reopen the Strait of Hormuz after receiving compensation for the damage caused during the war. This is what a high-ranking Iranian official responded to Trump's recent ultimatum, according to CNN.
“The Strait of Hormuz will only reopen when, under a new legal regime, the damage from the unleashed war is fully compensated for with a portion of the revenue from transit fees”

In turn, Iran's mission to the UN called Trump's message an open threat to "destroy the infrastructure necessary for the survival of the civilian population of Iran". The mission's official statement emphasizes: "The international community and all states bear legal responsibility for preventing such monstrous acts of war crimes. They must act now. Tomorrow will be too late."

What is known about the attack on Russian regions:
▪️ Air defense forces shot down 50 Ukrainian UAVs over Russian regions during the night, the Russian Defense Ministry reported;
▪️ The UAVs were intercepted and destroyed over the territories of the Belgorod, Bryansk, Rostov regions, the Krasnodar Territory, and over the waters of the Azov and Black Seas;
▪️ Debris from a UAV of the Armed Forces of Ukraine hit a multi-story building in the city of Novorossiysk, the city's head, Kravchenko, reported;
▪️ According to him, six multi-story buildings and two private houses were damaged due to the UAV attack;
▪️ Eight people, including two children, were injured, Kravchenko reported. Two of them are children living in a private house;
▪️ Air defense points have been set up on the basis of two schools for residents of houses in Novorossiysk that were damaged by the UAV attack.
❗️ The number of victims of the Ukrainian Armed Forces' attack on Novorossiysk on Monday night has increased to 10, including 3 children, the city authorities told TASS.

EU officials are urging governments to avoid excessive support to offset surging energy prices, warning that the shock triggered by the Iran war could tip into a fiscal crisis.
The European Commission is insisting in discussions with member states that proposed energy subsidies, tax cuts and price caps be limited in time and scope, according to people briefed on the talks. Brussels is seeking to avoid a repeat of the 2022 energy crisis, which fuelled rampant inflation and ballooning deficits.
“This is a unified effort from the Commission,” EU energy commissioner Dan Jørgensen told the FT. “What happens in one sector of the economy can spill over to the rest of society.”
Several countries including Italy, Poland and Spain have cut fuel taxes, while others have called for EU state aid rules to be loosened. Rome is also pushing for Brussels to ease fiscal constraints to give capitals more wriggle room.
The Commission was giving “technical advice and help to countries to form these policy tools and instruments that they want to use . . . within the fiscal room that they have,” Jørgensen said.
US strikes on Iran have pushed European oil and gas prices up by about 60 per cent and raised fears of diesel and jet fuel shortages. The conflict “has a huge, unfortunately, risk of leading to higher inflation with all of the negative effects,” he said.
The Commission was urging “co-ordination and caution” on any measures aimed at easing energy price pressures, officials briefed on talks between Brussels and national finance ministries said.
Officials fear the conflict will trigger the third economic crisis for the EU in six years, after the Covid-19 pandemic and Russia’s full-scale invasion of Ukraine in 2022, both of which prompted large stimulus programmes that drove up national debt.
The EU’s general government gross debt-to-GDP ratio rose from 77.8 per cent at the end of 2019 to 82.1 per cent in the third quarter of last year, according to the latest available data.
“Targeted government policies can help smooth the shock by reducing energy demand and compensating lower-income households,” ECB president Christine Lagarde said last month. However, she warned that “broad-based and open-ended measures” may backfire as they could fuel demand “excessively” and drive inflation. She urged policymakers to focus on “temporary, targeted and tailored” action.
EU economy commissioner Valdis Dombrovskis has told national finance ministers that only “coherent”, short-term emergency measures should be adopted. He warned that excessive spending would “have serious fiscal implications”, given that the Covid-19 and Ukraine crises, alongside a surge in defence spending since 2022, have left governments with less fiscal firepower.
Italian finance minister Giancarlo Giorgetti last week said it was “inevitable” that Brussels would have to be more lenient in enforcing rules limiting countries’ budget deficits to just 3 per cent of GDP.
That came after Rome extended a “temporary” 20 per cent excise tax on fuel until May 1, and the country’s official statistics agency said the 2025 deficit was 3.1 per cent of GDP.
“It is clear that, unless the situation changes, discussions at the European level will be inevitable,” Giorgetti said.
The finance ministers of Germany, Spain, Italy, Portugal and Austria on Friday urged Brussels to impose an EU-wide windfall tax on energy companies, in order to ease the “burden on the European economy and on European citizens”.
Published by Spain’s finance minister Carlos Cuerpo, the letter cited a 2022 cap on the revenues of power companies during the gas price surge caused by Russia’s invasion of Ukraine.
“Given the current market distortions and fiscal constraints, the European Commission should swiftly develop a similar EU-wide contribution instrument,” they said.
