I do not know which country plans to secure an agreement with Israel, only to breach it and launch an attack once it has accumulated sufficient strength. However, all indicators point to Syria under Jolani. This strategy fits him like a glove.
Let us examine a few historical precedents to demonstrate that a similar, highly successful strategy has already been deployed. Prior to the operation that overthrew the Assad regime, a "ceasefire" lasting approximately three years was observed. During this period, Jolani consolidated various jihadist factions, forging them into a unified and organized rebel army. The moment an opportunity arose—facilitated in part by Israel's weakening of Hezbollah—he launched a powerful Sunni offensive that swiftly captured the majority of Syria and seized the presidential palace. This exact pattern was repeated earlier this year against the Kurds.
Jolani's organization is named "Hayat Tahrir al-Sham"—the Organization for the Liberation of al-Sham (Greater Syria), a region encompassing parts of Jordan, Lebanon, and Israel. Furthermore, his alias, "Jolani," is derived from the Arabic name for the Golan Heights.
We must keep one simple reality in mind: behind the facade of the suit and tie remains the exact same individual, merely in a different guise. While he may have altered his tactical approach, presenting a more "moderate" face to the world and claiming to have discarded his past, his core ideology remains unchanged. He may have rhetorically distanced himself from Al-Qaeda, but he has not abandoned its fundamental principles.
Another crucial point: the true metric is not the "moderation" that the new Syria projects toward the West, but rather the rhetoric propagated in mosques, the educational system, military structures, and state institutions. The military commanders and their backgrounds, the governors, the educators, and the preachers—the vast majority of these individuals are products of "Jabhat al-Nusra," "Hayat Tahrir al-Sham," and the "Syrian National Army" (a Turkish-backed group ideologically aligned with the Muslim Brotherhood). In other words, this administrative and state apparatus is rooted in the ideologies of Hamas and Al-Qaeda.
Most key positions within the government and the military are held by Jolani’s loyalists. These individuals have certainly not transformed overnight from life-long jihadists into "moderates."
When frequently asked whether Jolani desires peace, my response has always been that he is willing to normalize relations with Israel, provided it grants him the time to rebuild Syria, expand his military capabilities, and formulate a detailed strategy to capture the Golan Heights and subsequently Jerusalem, as part of a broader vision to establish a global Islamic caliphate.

After the filming, in the parking lot, he managed to attack me from behind, but very quickly he realized that he f***ed up because when it comes to anti-Israel attacks, we don't stay silent. He picked the wrong guy!
This isn't anything new. When they can't win a verbal debate, they turn to physical confrontation...which they lose as well!

According to her, nearly eight decades after its establishment, the Jewish state is still surrounded by forces that openly declare their desire to harm it: Iran continues its nuclear threat and its aspiration to destroy Israel, Hamas seeks to "deposit" its weapons rather than dismantle them, Hezbollah continues to attack, and Turkey and Pakistan are promoting a dialogue of a united Muslim front against Israel.
