The decision follows a similar ruling in a criminal damage case linked to the group, which was not proscribed at the time of either attack, in May.
Five Palestine Action activists were convicted of criminal damage last month for causing over ยฃ200,000 of damage at a branch of Barclays bank in 2024.
The attack was designed to pressure Barclays into withdrawing financial support for weapons manufacturer Elbit Systems.
According to documents seen by the Press Association, Judge Philip Parry is expected to consider whether he should rule the crime had a "terrorist connection" when he passes sentence on the defendants in September.
In May, a judge at Woolwich Crown Court ruled Palestine Action activists who caused โฌ1.2 million of damage at an Elbit factory should be sentenced as terrorists. It is understood Parry specifically cited the Woolwich ruling.

According to the family, the suspect approached them and asked where they were from. After the daughter replied that they were from Israel, he began criticizing Israel over the war in Gaza. The mother told him they were on vacation and did not want to discuss politics. He appeared to leave, but returned a short time later and allegedly launched a violent attack.
The suspect allegedly punched the mother repeatedly, bit part of her ear, and continued beating her in the head until she lost consciousness. She suffered a serious head injury, severe bleeding, and required medical treatment for her ear.
The daughter was attacked while trying to protect her mother. She suffered facial injuries, underwent surgery on her nose, and was hospitalized alongside her mother.
The suspect, who reportedly holds a French passport, fled the scene but was later arrested after a separate violent confrontation with Thai police. Authorities are investigating whether the attack was motivated by the victims' nationality.
We wish both of them a full and speedy recovery.
