RULE05: The general rule for usage of the phrase "one of the" is:
βOne of the + PLURAL NOUN + that/who etc. + SINGULAR/PLURAL VERBβ
(1) When the relative pronoun βwho/thatβ is not used β i.e. if "one of the NOUNs" is actually the SUBJECT of the verb - then we use a singular verb.
Example :-

(2) When the relative pronoun βwho/thatβ is used β i.e. if "one of the NOUNs" is not actually the SUBJECT of the verb - then we use a plural verb.
