What does eventually end up killing an empire is soldiering for money, aka Profesional Soldiers.

Eventually the worthless money isnt worth the life of the hired hand and they wont fight(successfully) against those who have nothing to lose or are fighting for something other than money.

Understand this and you can understand why the rush for armies that have less and less human beings in them, and the rush to neutralize any rebellion until a near automation in military can occur.
