This is bullshit, just so you know. Russia gains nothing from doing this and gets the entire world further united against them… with actually military involvement. This would also effect many Russian citizens and turn them against their own government.

Any attacks on a nuclear power plant in Ukraine would be facilitated by the US.

Just use basic logic and this puzzle becomes very easy to solve.
