Bottom line is that a majority of the people living in the Galilee are Arabs and so Hezbollah are literally targeting mostly Arabs when they fire rockets indiscriminately at Israeli cities in that area.

Hezbollah have officially migrated their communication devices to something more practical for them.

This was done as a response to the recent pager/walkie talkie explosions that occurred which injured 4000 of them. I guess the devices were faulty and so they don't want to take any more chances of faulty equipment that exploded at the same time across Lebanon.
