Not every old building has a bomb shelter inside the apartment like mine does and so the staircases are designed to be used as temporary shelters

A rocket hit a building earlier in Petach Tikva and it penetrated into the bedroom of his apartment.

This is why it is imperative to always enter a bomb shelter in your apartment if you have one. In this case the bomb shelter was right next to the bedroom that the rocket penetrated.
