Terrorist rockets are not designed the same as real military rockets.

Terrorist rockets are designed to explode upward on impact, not forward (downward). Military rockets are designed to penetrate first and then explode inside in the same direction. Terrorist rockets are filled with ball-bearings and pieces of sharp metal and designed to explode backward into the air so that it harms as many people outside as possible. Their aim was always to hit civilians in the streets not in their homes. Their rockets hardly penetrate well built homes and dont make it anywhere near a bomb shelter inside someones house.
