Gelatin sticks were recovered near Tataguni under Kaggalipura police limits, close to a route expected to be used by PM Modi.
The suspect allegedly called police warning of possible blasts near HAL and the Art of Living centre before being detained from near Koramangala.
No explosives were found near HAL Airport, but gelatin sticks were later recovered near the Art of Living route area.
Investigators say the man had made similar threat calls during previous VIP visits and was earlier detained over mental health concerns.
