India's Oil Bonds: Crude Prices, Retail Fuel, and Debt Repayment (2000–2026)

We just finished paying off a ₹3.23 lakh crore "credit card bill" for petrol consumed ~15 years ago.

What happened?

When global crude spiked (esp. 2005–2009), govt capped retail petrol/diesel prices to avoid voter backlash. Oil companies bore the under-recovery losses.

Instead of cash payouts (which would've spiked fiscal deficit), govt issued Oil Bonds — IOUs promising repayment + interest years later.

Scale:
🔹Principal issued (mainly 2005–09): ₹1.53 lakh crore
🔹Interest rates: 7–8.4%
🔹Total repayment by 2026 (principal + interest): ₹3.24 lakh crore
→ Extra ₹1.7 lakh crore just in interest.

Issuance stopped after 2010 when petrol deregulation began (UPA), continued under NDA to end the cycle.

The chart shows crude prices, Delhi petrol rates, bond issuances, and maturities from 2000–2026, with final repayments hitting in 2026.
