Around 30 states and Union Territories (UTs) have pre-published draft rules for India's four labour codes, and about 20 have implemented them.
Since labour laws fall under the Concurrent List, the Centre doesn't need to notify the codes for state-level changes to take effect, but nationwide implementation requires both Centre and state notifications.
