➡The Fentanyl and Fentanyl precursors are being mass-produced by 🇨🇳 Chinese criminal syndicates, who illegally smuggle the drugs to the US through Mexico.

➡ Mexican criminal groups and gangs source fentanyl, fentanyl precursors from China. In Mexico, they synthesize the precursors into fentanyl before being smuggled into the US. The Chinese government does little against these gangs. As long as they don't go against the Chinese state, everything is kosher.
