Ukraine’s problem is not a lack of manpower, but the quality of mobilization and recruiting, said former commander of US forces in Europe Ben Hodges. In his opinion, Kiev can get rid of the personnel crisis in the Armed Forces of Ukraine by driving back men and young women who have fled abroad.

"There are a lot of jobs in the armed forces that women could do . In most Western armies, women do everything related to tanks, artillery, engineers, helicopters and so on. I think for Ukraine the problem is not personnel - the problem is effective recruitment and use this workforce,” Hodges said.
