As you probably have seen we have been bouncing around the subject of Rockwall and Stormy Daniels since end of March. We have scrubbed Rockwall through and through, and I still have more to present. These are the dots that will be connected when all the pieces are in place. Over the next few weeks we will present things that may not make sense why I am presenting, but in time you will understand.

Today we are going to take a peek into the background of Hillary Clinton and her role with children her entire life. We are going to dive into one piece of her back ground. We will tackle others as the week goes along.

I consulted someone on this dive who used to be a probation officer working with troubled teens, most who were in the criminal system. He was an officer of the court and was a liaison for the Superior Court, the child, and the parents. He was the one who recommended where the child should be placed...with one or the other parent, or both, or as a last result...foster care.

The court system (then) was always in and for the child, with an over-arching theme that they do everything possible to have the child reunited with his family. This involved counseling, rehab, etc.
He worked in this role before Hillary shepherded in the Act we will be discussing today.

We are going to deep dive into the “Adoption and Safe Families Act” from 1997 which Hillary shepherded (in) while Bill Clinton was president.

“To PROMOTE adoption.”

Keep this idea in mind as we go along.
Remember, once a child is placed into adoption, it is very hard for the child of parent to get their child back. What happened to promoting child re-unification? Yes...there is always the exception. But keep in mind...”in and for the child.”

They put a “time limit” on reunification services...(to reunify parent with child).

“Adoption promotion”...designed to “expedite the adoption process.”

☝️Talking points:

-The Act authorizes $20 million for each of FY 1999-2003 for payments to eligible states which exceed the average number of adoptions.

-The amount of the bonus is $4,000 for each foster child adopted and $6,000 for each adoption of a child with special needs previously in foster care.

States are required to provide health insurance coverage for any child with special needs for whom there is an adoption assistance agreement. This is key!! We will connect dots later.

Why are they incentivizing adoptions, especially children with disabilities?
Think what catastrophic events occur years and a decade later.

“States are required to assure that the state will develop plans for the effective use of cross-jurisdictional resources to facilitate timely permanent placements for children awaiting adoption.”

Hmmm...cross jurisdictional resources. Reminds me of the European Adoption Consultants who brought in all those children from Haiti and Uganda to awaiting families. Remember...the European Adoption Consultants operated out of Ohio.

Let’s review...

Yesterday we shared that European Adoption Agency was stripped of their license back in 2016...while Mike DeWine was State Attorney General for Ohio.

The problem is...the Agency wasn’t complying with the law for a VERY LONG TIME, if ever!
Dewine had a duty to oversee these adoption agencies.

Not only did he have a duty...he had a duty to expose the issues that were coming to light with this agency.

Did he? NO

RATHER...he covered them up!!

As part of their punishment the EUROPEAN ADOPTION CONSULTANTS (EAC) had to write letters to all the families, who were using EAC for assistance in their process to adopt a child.

EUROPEAN ADOPTION CONSULTANTS had to pay each family restitution. Some family had paid tens of thousands of dollars.

Given that one would think there would be a lot of families clamoring for re-payment.

How many stepped forward for restitution?

How could this be?
What if there were no adoptions?!
