I am Canadian though so perhaps I see things differently because I don't live there.

I just thought of what Derek Johnson has been explaining and wondered if it had something to do with the law of war rules that before legally fully removing the belligerent occupier (the cabal) it must be shown that the belligerent occupier did not fulfil their duty of care to the people and that those taking over (white hats) have. It felt like a speech that was a requirement before the next action. I may be wrong but that is what I thought of.
