The govt "shutdown" starts at 12:01 am October 1st. All Congress approved spending authorization ends.
Trump can order the non-essential parts of govt to close. Trump can order the Treasury to pay social security and other essential parts of govt.
No court will interfere. The federal courts cannot force Congress to vote to approve funding. So in the meantime, Trump can just operate the minimum needed parts of govt.
I am fine with that for the next 3 years.
