Remember…during this time there was a moratorium on the SALE of facial recognition to police departments, because of high error rate, which led to the false arrest of many people.
The tech companies had agreeed that they wouldn’t sell facial recognition software to the police departments-who were also coming under scrutiny over the matter.
It appeared that Amazon and Kutcher found a work around to this moratorium by giving it away to the police departments for free. Clearly there was something to this facial recognition software.

Polaris operated our National Trafficking Hotline. Their CEO was a former operative for USAID…a CIA cutout.
A “CIA cutout” is a term used in espionage. Cutouts usually know only the source and destination of the information to be transmitted…not the identities of any other persons involved in the espionage process.
