OK start at the four minute mark of this video. It says he can declare an emergency act and create a proclamation. That’s what I’ve been talking about is he can resend proclamation 2040 and 2039 and end the military occupation. This is why the yellow fringe is around the flag! Every president has had the ability to resend this military occupation, and they ( all other presidents)have failed to do so because they are puppets of the illuminati!
