This enables the president elect during the oath of office to get up and say he swears from that time forward to uphold the Constitution.

Bill Clinton is said to have worked out an arrangement with the Saud family using this technique.
The arrangement is said to not only to have included the University of Arkansas donation but a personal arrangement as well.
