HUBERT HUMPHREY did not enter into the Presidential race until April 27, 1968…well after most states already had their “primaries.”

Up until then, he did not compete in any primaries.

Instead he inherited the delegates previously pledged to Lyndon Johnson.

He then collected delegates in caucus states…especially in caucuses controlled by local Democratic bosses!!
