In the vast majority of "truth seeker groups", "the black boot" is associated with "a foot-chain for monitoring criminals" - and a lot of hype and spin can be "brewed" on these theories.
However, I would like to add a completely "different decoding perspective" on "the black boot":
In "secret lodges", "the black boot" has for centuries signaled "a new level of commitment" - a signal to "all initiated into the dark magician rituals" that "a lodge member" uses to show "a new level of willingness / readiness & acceptance of new responsibility" & "a continued subservience to other higher ranking members of the lodge" - as well as sending "a message" about "accepting the next challenge & doing what is required to achieve the next level of initiation".
Since the mid-1960s, "the Black Boot" has been used in connection with the "foot injury claim" because "celebrities" were photographed more often than before - and now that "a news story" travels around the world at lightning speed - it has become even easier for "aspirants" to send these messages while wearing "the black boot".
Often we will see that "when the celebrity no longer wears "the black boot" due to an alleged foot injury", they will for a period either wear "2 white shoes", "2 black shoes" or "2 checkerboard shoes" which indicate "what task they have accepted and are committed to"! - and they will wear "significant footwear" when "they have passed the ritual for the next level of the lodge's pyramid game".
I do not rule out the possibility that "the black boot" is "surveillance of a criminal" - but I just want to show that there is an alternative explanation for this phenomenon!🌸🐉🌸

March 12, 1968:
At the New Hampshire Democratic primary, McCarthy nearly defeated President Lyndon Johnson.
Johnson 49% of vote
McCarthy 42% of vote.
Four days later…
March 16th:
Senator Bobby Kennedy announced his presidential campaign.
Two weeks later…
March 31:
LBJ announced that he would not seek the presidency.
Four days later…
April 4th:
Martin Luther King Jr. was assassinated.
This led to further riots in several cities.

Hubert Humphrey announced his candidacy for the presidency.
He mostly avoided primaries and focused on states which held caucuses.
Unlike Bobby Kennedy…who opposed the Vietnam War, Hubert Humphrey did not publicly oppose the Vietnam War.

On June 4th, 1968…while campaigning for the US Presidency, Senator Robert F Kennedy found out he had just won the winner-take-all California primary.
As we know, California holds the most delegates of all the states, so this win…coupled with his win in South Dakota…bumped his delegate count upwards.

Kennedy planned to walk through the ballroom after speaking on his way to another gathering of supporters…but reporters wanted a press conference.
Campaign aide Fred Dutton decided that Kennedy would forgo the second gathering and instead go through the hotel's kitchen and pantry area behind the ballroom to the press area.
