Regarding memo #55…

Kennedy addressed this memo to the Chairman of the Joint Chiefs of Staff (the military).
Remember the “Joint Chiefs of Staff” refers to a group that includes the top officers for the Army, Navy, Air Force, and Marines,

The President held the Chairman (of the Joint Chiefs) responsible for all "military type" operations in peacetime as he would be responsible for them in time of war.…

Peacetime operations=clandestine operations

He was trying to strip the power from the CIA and basically ordered the military to do it right?

The CIA and MJ-12 weren’t listening to Kennedy. They were a rogue operation. They did what they wanted, whenever they wanted.
They were lawless.

Kennedy knew he had to come up with another way to get this rogue operation under order.

Kennedy accomplished this by giving the Chairman of the Joint Chiefs of Staff…and by extension the Military…the authority to get the CIA/MJ-12 under control!

Under NSAM-55, Kennedy gave the military the authority to demand full and comprehensive briefings and an inside role during the development of any clandestine operation in which the U.S. Government might become involved!!

Dulles did respond to KENNEDY’s June 28th letter when he asked for an update on psychological activities.

In Dulles response letter, he describes UFOs as part of “Soviet propaganda” designed “to spread distrust of the government.”
 
He also stated that while some “UFO cases are of non-terrestrial origin,” these did not “constitute a physical threat to national defense.”

Most significantly, Dulles wrote, “For reasons of security, I cannot divulge pertinent data on some of the more sensitive aspects of MJ-12 activities.”

Again, Dulles was only giving Kennedy minimal info…mostly deception…and giving him the bird on the rest.

JFK Demanded UFO Files 10 Days Before His Assassination

JFK wrote a letter to the head of the CIA…demanding to be shown highly confidential documents.

JFK asked for the
“UFO FILES”!!!

This was 10 days before his death!!

JFK wanted to share the UFO files with the Soviet Union!

Remember Kennedy and Kruschev were quietly communicating behind the scene.

They wanted peace.
They wanted transparency.
They wanted disclosure.

E Howard Hunt, who was involved in the Bay of Pigs, was at Dealey Plaza during JFK’s assassination, and was one of the “plumbers” in the Watergate break-in stated on his death bed, that Kennedy was killed over his attempt to expose the contents of the UFO file with the Soviets.
