Israel was getting help from France and Norway, to develop their nuclear reactor in secret at DIMONA.

France supplied the technological know-how, and

Norway, supplied the heavy water for the nuclear reactor…which was capable of producing plutonium at Dimona in the Negev Desert, Israel.

On March 25th, 1963, Kennedy met CIA Director John McCone to discuss Israeli’s nuclear program.

Following JFK’s firing of CIA director Allen Dulles, JFK appointed Atomic Energy Commissioner Director, John McCone to fill the vacant position.

JFK picked McCone to head the CIA, because McCone was willing to publicly blow the whistle on Israel’s nuclear program.

Then Kennedy asked McGeorge Bundy (Natl Sec advisor) to beef up U.S. intelligence collection capabilities…aimed at Israel’s nuclear program.

The next day Bundy issued National Security Action Memorandum (NSAM) 231.

In this memorandum, Bundy expressed KENNEDY’s concerns about Israel’s nuclear weapons, and his wishes to start inspections.

By April 2nd, 1963, Kennedy insisted that Israel…under the leadership of Prime Minister, David Ben-Gurion…accept regular, bi-annual U.S. inspections, of Israel’s nuclear complex at Dimona in the Negev Desert.

Two weeks later…on April 1963, Egypt, Syria, and Iraq signed the Arab Federation Proclamation…calling for a military union to bring about “the liberation of Palestine.”

How did Israeli Prime Minister David Ben Gurion respond to JFK’s letter?

Initially Ben Gurion didn’t respond.

Then he wrote letters to Kennedy…trying to switch the subject.

He told Kennedy that the rulers of the Arab countries have always wanted to “obliterate Israel.”

Kennedy did not budge on Dimona, and he was determined not to let Ben-Gurion change the conversation.

He dismissed the prime minister’s alarm over the Arab Federation Proclamation as both nothing new and meaningless.

Kennedy insisted that the real danger was nuclear weapons!!

The peak of the confrontation between President Kennedy and David Ben Gurion was Kennedy’s June 15th, 1963 letter that Ambassador Barbour was supposed to deliver to Ben-Gurion the next day (June 16th).

The letter included detailed conditions under which Kennedy insisted that the bi-annual U.S. visits were to be conducted.

The letter was akin to an ultimatum.

But the letter was never delivered to Ben-Gurion because on that day DAVID BEN GURION stunned his country and the world by announcing his resignation.

WHY??

The new leader that replaced Ben Gurion was LEVI ESHKOL.

He died in office of a heart attack. Hmm.

On July 5th…less than ten days after Levi Eshkol became prime minister…a 3-page letter from Kennedy was delivered to him.

It was virtually the same as the June 15th letter to Ben-Gurion.

The specific demands that were presented to Ben-Gurion on how the U.S. inspection
visits to Dimona should be executed…remained word-for-word in the new letter.

Scientists were to have access to the DIMONA site, including areas where there was plutonium.

Eshkol reluctantly agreed…in principle…to allow regular visits by U.S. scientists to Dimona.

BUT Eshkol did not agree to an early visit, and avoided making a commitment to the bi-annual U.S. inspections that Kennedy sought.
