The Central Intelligence Agency (CIA) was created on 7/26/47 when President Harry Truman signed the NATIONAL SECURITY ACT into law.

Truman selected mostly Military men to lead the agency.

This original group was set up to gather intel.

This original group was called the OSO or Office of Special Operations.

A subgroup of the CIA was created in March of 1948.
It was called the OFFICE OF POLICY COORDINATION. Also known as the OCO.

The OCO is the covert operation of the CIA.

According to historian Gregory Mitrovich, the OPC effectively "became an intelligence apparatus for the departments of state and defense.”

The OPC was brought under the control of the CIA on October 12, 1950...at which time Walter Bedell Smith became in charge.

When Smity took the reigns
he became concerned about the size of OPC's covert operations...which had been vastly expanded in accordance with NSC 68. We will get to that in a sec.

Smith feared that the added responsibility of these covert operations would undermine the CIA's primary function: the collection of intelligence.

It was also called:
United States Objectives and Programs for National Security

It was a 66-page top secret paper that was the
blueprint for the militarization of the Cold War from 1950 to the collapse of the Soviet Union at the beginning of the 1990s.

The 2 factions of the CIA...the OSO and the OPC were at odds with one another.
One was focused on intel gathering (OSO)
The other was involved in psyops, lies, propaganda, and deception (OPC).

Walter Smith tried to improve relations by hiring

He was also the longest-serving director to-date.

He was also a thorn in the side of JFK.

Here are some facts about Dulles that will help you understand why Kennedy despised him. Remember...

When JFK took office Dulles was the Director of the CIA.

ALLEN DULLES data points (part one):

1. Allen was a Spy at the embassy in Bern Switzerland, collecting political data for the State Department on Germany and the Austro-Hungarian empire (1916-1918).

2. Allen was a lawyer for Sullivan & Cromwell...a Wall Street law firm in New York (1927-1941).
While there, Dulles worked with top Nazi industrialists.

3. Allen worked with Prescott Bush (grandfather of President George Walker and George Herbert Walker Prescott's father-in-law).
Bush ran Union Banking Corporation for the Nazis.

3. Allen was legal counsel for Standard Oil.

4. Allen was legal counsel for the Nazi's I. G. Farben...co-owned by the Rockefellers.

5. Prior to Dulles become CIA director, President Roosevelt, realized Dulles was a traitor. Allegedly he had his "Office of Coordinator of Information" wiretapped (1941-42). Some Dulles-linked firms...like Bush's Union Banking Corp., were seized under the β€œTrading with the Enemy Act” (1942).

Roosevelt's plan to charge Dulles with treason failed when Dulles was warned and covered his tracks (1944). Roosevelt's plan died with him (1945).


6. Allen Dulles was a station chief in Berlin. (1945). Dulles negotiated an agreement with General Reinhard Gehlen to establish a N@zi spy network within the OSS (1945). The CIA used to be the OSS.

7. Dulles helped in the development of the CIA (1947), became its deputy director (1951) and its director (1953-1961).

8. Dulles oversaw numerous covert operations...such as election rigging in Italy (1948), coups in Iran (1953) and Guatemala (1954) and many other notorious operations.
