Bangladeshi preschool teacher Shaheen was only twenty-six, but she was a dynamo, brimming with energy. Married at the age of fifteen, despite all odds, she’d completed her studies. Her preschool students were able to read better than even second-grade students we had met in nearby schools. Shaheen employed a range of innovative teaching aids, including picture cards and abacuses. She showed her students multiple picture cards and combined different words phonetically making it easier for them to grasp. Most importantly, her students understood the meaning of every word they read, not only in Bengali but in English too. She was using a learning method called the Kajoli Early Childhood Education Model.

At the Minami-kanto branch of the communications company KDDI, for example, health officer–organized mental health counseling sessions, regular yoga and stretching classes, health and sanitation seminars, and an annual sports festival for employees. Walking events organized by the officer have drawn more than 1,500 participants.

Exacerbating Gender Inequity 

Population aging presents manifold and interrelated implications for societies, ranging from reduced economic growth, higher disease burden and national health-care costs, social isolation, and increased economic insecurity among the elderly. Yet though the consequences are broad, their impacts are uneven. Women, in particular, bear the brunt of them.
   
The simplest reason women are hardest hit by population aging is that gender inequality compounds over time, and most older people are women, living on average six to eight years longer than men, Because gender disparities in employment opportunities and income exacerbate over a lifetime, elderly women are more likely to be financially insecure and must extend their reduced retirement savings over a longer period than their male counterparts. Studies have also found that elderly women living in poverty are more likely than elderly men to live alone, creating  higher odds of encountering exploitation and abuse.

Who are the PVTGs?

Initially known as Primitive Tribal Groups, the PVTGs are defined by the government as tribal communities that show either a declining or stagnant population, use of pre-agrarian technology, economic backwardness, low literacy etc. They are found to be living in some of the remotest and most inaccessible areas in the country.

There are 75 such communities which are spread over 18 States and Union Territories, according to government figures. A book, The Particularly Vulnerable Tribal Groups in India: Privileges and Predicaments, published by the Anthropological Survey of India in 2016 and edited by K.K. Misra and others, says the highest number of PVTGs are found in Odisha (15), followed by Andhra Pradesh (12), Bihar and Jharkhand (9), Madhya Pradesh and Chhattisgarh (7), Tamil Nadu (6) and Kerala and Gujarat (5 each). The rest, the writers said, are scattered in Maharashtra and West Bengal (3 each), Karnataka and Uttarakhand (2 each), and one each in Rajasthan, Tripura and Manipur. All the four tribal groups in the Andaman, and one in Nicobar Islands, are recognised as PVTGs. The last available Census that counted all 75 communities was from 2001, which put their total number around 27.6 lakh.
