DBS & Citi Execute U.S. Dollar Transfer Over Weekend on Swift’s Digital Ledger

A Singapore‑US payment completed on Sept. 5 moved between DBS and Citi’s New York office in minutes, using tokenized deposits on Swift’s blockchain‑based ledger.

• The transfer ran during the weekend, cutting the usual two‑business‑day cross‑border delay to minutes.
• Swift’s ledger coordinates tokenized deposits on banks’ own ledgers, while final settlement still occurs through existing banking systems.
• The test followed HSBC and Standard Chartered’s August live transfer; it is the second confirmed live use of the ledger.
• DBS is the only Asian‑headquartered bank in Swift’s 12‑bank core group; the transaction’s value and wider rollout timetable were not disclosed.

Arbitrum Watchdog Targets Permanent Bans for Three Grant Recipients

Arbitrum’s Watchdog Committee is calling for ARB holders to permanently ban Good Entry, Limitless, and APX Finance (formerly ApolloX) from all future ArbitrumDAO programs after uncovering grant misuse.

• Good Entry misappropriated 142,839 ARB to ineligible users and self‑farming wallets; the project ceased development in July 2024.
• Limitless transferred its entire 75,000 ARB allocation to USDC and bridged it to Base, effectively removing funds from Arbitrum.
• APX Finance failed to spend 239,714 ARB from its 525,000 ARB LTIPP allocation, leaving funds in treasury addresses and exhibiting sybil activity; the protocol has since merged into Aster on BNB Chain.

The proposal, posted on September 3, could trigger Snapshot votes as early as September 10, with a total of 457,553 ARB (≈$76,000) at stake.

Vitalik Proposes EIP‑8288: Quantum‑Safe Signatures & Private Transactions for Ethereum

Vitalik Buterin outlined EIP‑8288, aiming to enable cheap quantum‑safe signatures, private transactions, and flexible proof schemes on Ethereum.

• EIP‑8288 would bundle many signatures into a single proof per block, reducing cryptographic overhead to 100‑300 kB plus a 96‑byte tag per claim.
• The design relies on a shared instruction set, with RISC‑V a leading candidate.
• Features include quantum‑safe privacy protocols and “private account abstraction,” allowing ownership changes across all on‑chain positions in one transaction without revealing details.
