Japan’s Ministry of Foreign Affairs has taken down a photo it posted of a counter terrorism exercise after the image showed a participant in a terrorist costume that included a keffiyeh. The ministry said neither the costume nor anything else in the exercise was intended to evoke any particular ethnicity, region, or religion.
