May 3, 2013 — the Ras al-Nabaa neighborhood of Baniyas.
According to Human Rights Watch, after the fighting with opposition forces had ended and the fighters had withdrawn, Syrian government forces and pro-government militias went from house to house, separated some of the men from the women, rounded up residents, and executed them at close range. Bodies and homes were burned, and in several cases entire families were killed. HRW verified the names of at least 248 victims — 167 in al-Bayda and 81 in Baniyas — and emphasized that the actual death toll was probably higher.
