מחמד רזא ראוף שיבאני, השגריר האיראני המיועד שהוכרז כ"אישיות בלתי רצויה", לא גורש מלבנון. במקום זאת, עם פקיעת אשרתו הדיפלומטית, העניק לו ראש מנהלת הביטחון הכללי, חסן שקיר, אישור שהייה ל־6 חודשים כ"אזרח איראני רגיל".

שיבאני אמנם איבד את מעמדו הדיפלומטי ואת החסינות – אך נשאר בביירות עם קשריו, ניסיונו והיכרותו העמוקה עם הזירה הלבנונית והסורית.

כך נשמרה "הריבונות הלבנונית" על הנייר – ונעקפה במציאות.

וברקע: שקיר, שיעי מדרום לבנון המזוהה עם אמל ונחשב מקורב לנביה ברי, הוא זה שהפעיל את סמכותו ואפשר את הישארותו של שיבאני. השאלה היא האם פעל עצמאית – או יישם פשרה שקיבלה כיסוי פוליטי בכיר? נביה ברי עוד פעם מסתמן כחלק מהבעיה ולא חלק מהפתרון.

Lebanon has found a way to circumvent its own decision.
Mohammad Reza Raouf Sheibani, Iran’s designated ambassador who was declared persona non grata, was not expelled from Lebanon. Instead, when his diplomatic visa expired, the head of Lebanon’s General Security Directorate, Hassan Choucair, granted him a six-month residency permit as an “ordinary Iranian citizen.”
Sheibani may have lost his diplomatic status and immunity — but he remains in Beirut, along with his connections, experience and extensive knowledge of the Lebanese and Syrian arenas.
Thus, “Lebanese sovereignty” was preserved on paper — and circumvented in practice.
In the background: Choucair, a Shiite from southern Lebanon who is affiliated with the Amal Movement and considered close to Nabih Berri, was the official who exercised his authority to allow Sheibani to remain.
The question is whether he acted independently — or implemented a compromise that received high-level political backing.
Once again, Nabih Berri appears to be part of the problem rather than part of the solution.

He was forced to leave immediately and return to Israel.
