החוליה האיראנית, שניסתה להסתנן דרך הים, תכננה לבצע פעולות נגד יעדים אמריקניים בכווית, אבל גם נגד יעדים של המדינה הכוויתית עצמה. מההודעה של משרד הפנים הכוויתי עולה כי פרט לארבעה נעצרו, שניים מחברי החולייה נמלטו אחרי חילופי אש בין הצבא הכוויתי לבין אנשי משמרות המהפכה הערב אנחנו דיווחנו שההערכה היא שמי שהיה אמור לבוא לעזרת החוליה במקרה שמשהו ישתבש הם המיליציות הפרו איראניות בעיראק ששוכנת בסמוך לכווית. החוליה האיראנית אמנם הגיעה באופן עצמאי למקום שבו ניסתה להיכנס לכווית, אך עצם זה שגם המיליציות בעיראק, היו אמורות לסייע לה בעת צרה, מעיד עד כמה היה פה שילוב זרועות בין משמרות המהפכה ושלוחותיה ועד כמה טהראן מנצלת את שטחן של שכנותיה במפרץ כדי להוציא לפועל את מזימות הטרור שלה, הפעם לא נגד ישראל.
