Judiciary has more than 5,600 vacancies across courts, Govt tells RS
According to a written reply by Law Minister Arjun Ram Meghwal on a question by JDU MP Sanjay Kumar Jha, there are two vacancies in the SC, 364 in the high courts and 5,245 in lower courts across states.

Filling up of vacant positions in the case of district and subordinate courts is the responsibility of the high courts and state governments concerned,β Meghwal said in a written reply.

On the question as to whether the government was thinking of bringing an ALL-INDIA JUDICIAL SERVICE examination for the selection of judges, Meghwal said there was no consensus on the issue even though Article 312 of the Constitution provides for the establishment of All India Judicial Service (AIJS), which shall not include any post inferior to that of a District Judge.

Sovereignty in India vests with the People of India that is the source of Power or the ultimate authority in India However legal sovereignty vests in Constituion and we have a Doctrine called Basic structure and a representative democracy.
Keeping in mind all the aforementioned principles answer the following.
Can a 100% Majority in Parliament both the houses and the 100% Ratification by states amendment the basic structure of the constitution and would that be legal? or a 5 Judge bench can overrule it.
