On the question as to whether the government was thinking of bringing an ALL-INDIA JUDICIAL SERVICE examination for the selection of judges, Meghwal said there was no consensus on the issue even though Article 312 of the Constitution provides for the establishment of All India Judicial Service (AIJS), which shall not include any post inferior to that of a District Judge.

This is similar to Constitutional Morality which is imposed on us. Creating an analogy from that we can predict that the constitution in itself is a living document by State efforts however it also tells us to be living and evolving so that constitution can also evolve to the best.
