The Russian Ministry of Industry and Trade has proposed charging for access to accurate time signals synchronized with state atomic clocks.
These are used by banks, telecom operators, energy companies, and major IT firms to record transactions and legally significant operations.
The plan is to create a single operator and start collecting fees from March 1, 2027. Formally, businesses will pay, but the costs may be passed on through commissions and tariffs.

The card works at 150m merchants worldwide, supports Apple Pay and Google Pay, and is fully self-custodial: funds are stored in the user’s wallet until the moment of payment.
