Reason: If the United States introduces new rules for regulating stablecoins, the USDT issuer may be obliged to restructure assets (get rid of BTC in favor of U.S. government bonds).

Now 93,433 BTC ($9B) is stored on Tether’s balance sheet.

From the draft laws STABLE Act and GENIUS Act - the reserves of stablecoin issuers must consist of 100% of reliable assets (state bonds and cash). Tether corresponds to this point only 66-83%.
