In those regions where the temperature is low enough, where it is not necessary to spend a huge amount of energy and money on cooling a mining farm, and such enterprises are placed. As for the fact that a mining farm steals electricity from residents, this is a wrong approach, because a mining farm cannot steal electricity from anyone. That is, theoretically, it can do so only if the miner is connected to the meter of a particular village.
