The objective was to protect the population and ensure the physical safety of the residents of Alemão and Penha. Most of the clashes, or practically all of them, took place in the forested area.”

🇧🇷🇧🇷“BOPE Wall”: Strategy and Execution

The Secretary of the Military Police of Rio de Janeiro, Marcelo de Menezes, explained that the mega-operation — the deadliest in the state's history, with more than 120 deaths — was planned to surround and isolate criminals in the Serra da Misericórdia region, between the Alemão and Penha complexes.

According to Menezes, the operation began in the Alemão Complex and then moved to the Penha Complex, where police officers followed the traffickers through forest trails to the highest point of the mountain range.

At the top of the Serra da Misericórdia, BOPE (Special Operations Battalion) teams were already positioned, forming a blockade line — the so-called “BOPE Wall.” This barrier of agents prevented the escape of the criminals, who had been pushed upwards by the troops advancing from below. “We deployed the troops across the terrain. The difference, compared to the images showing heavily armed criminals seeking refuge in the wooded area, was the incursion of BOPE agents into the highest part of the mountain separating the two communities. According to the Military Police, most of the deaths occurred in this wooded area, in the highest part of the mountain range, during the siege. Menezes stated that the main objective of the strategy of “cornering” the criminals was to protect the civilian population in the communities below.
