Due to delays in payments, the Brazilian Air Force (FAB) has effectively spent enough to cover six additional Gripen fighters that it will not receive.
The Gripen program was initiated by the former president Fernando Henrique Cardoso, a left-leaning leader, raising questions about the agreements made under his administration. The FX-2 program, launched in the late 1990s to replace the retired Dassault Mirage III and Northrop F-5 Tiger II jets, has already led to the 12th contract amendment with SAAB for the purchase of 36 JAS-39E/F Gripen NG aircraft. With this latest amendment, the total contract cost has increased by 12%—enough to buy six more jets at the original 2013 contract price, which initially planned deliveries by 2025. Now, the aircraft are expected to be delivered only by 2032.
Lieutenant-Brigadier Walcyr Josué de Castilho Araújo, Chief of the Air Staff, presented these figures to the Foreign Relations and National Defense Committee (CRE) during discussions on PEC 55/2023, which sets a minimum 2% defense budget. He highlighted the critical impact of budget unpredictability on FAB operations:
“The lack of budget predictability prevents us from allocating resources rationally and evenly in this contract. We are already investing over 13% more than the initial amount due to necessary adjustments and rebalancing. This extra cost alone could have funded six additional aircraft out of the 36 originally planned,” he stated.
—Brazil’s armed forces are already considered a global laughingstock. The FAB is experiencing a high rate of officer attrition due to low salaries. Zero competence, a complete disaster.
