In recent weeks, the High Committee for the Relief and Support of Displaced Persons met under the authority of the Ministry of Migration to discuss a controversial new plan. The meeting focused on reclassifying families in the camps as “integrated and stable within society,” a designation widely seen as a step toward formally closing the displacement file by the end of 2025.

The plan, however, provoked an immediate and forceful response from the Kurdistan Regional Government (KRG). The KRG Ministry of Interior issued a detailed rebuttal, calling Baghdad’s proposal an “unprecedented unconstitutional move” that violates the fundamental rights of displaced citizens.

Instead of supporting a voluntary and sustainable return, the Ministry argued, Baghdad’s committees appear intent on imposing settlement plans without the consent of those most affected.

The KRG further condemned such measures as illegal demographic engineering, unconstitutional under Iraqi law, and in violation of international standards. The statement invoked the UN Guiding Principles on Internal Displacement, international humanitarian law, and the Geneva Conventions, all of which uphold the right of displaced persons to voluntary, safe, and dignified return, free from coercion or administrative pressure.

The Ministry stressed that the 2020 Sinjar Agreement must be fully implemented as the only viable path toward real solutions. This would require the appointment of a new mayor, comprehensive reconstruction, restoration of essential services, and the normalization of security and governance in Sinjar. Without these steps, the Ministry argued, any attempt to close the displacement file would deepen mistrust and prolong suffering.
