After Francisco Partners (FP) acquired NSO Group in 2014, they set up a Business Ethics Committee (BEC) to oversee Pegasus sales and gave it veto power.

Despite flat denials that Bash and the BEC advised against selling Pegasus to Saudi Arabia, they chose NOT to veto the sale. In fact, a known CIA asset brokered the Pegasus-Saudi deal in July 2017 and even admitted to press (under a pseudonym) that he circumvented Israeli authorization to do so.
