[South Korea’s ruling party backs crypto tax delay as fair-tax preparation]
Kwon Chil-seung, policy committee chair of South Korea’s ruling Democratic Party, described the party leadership’s formal proposal to the government to delay taxation on virtual asset income as responsible preparation for fair taxation, The Fact reported.
Speaking at a party policy coordination meeting at the National Assembly on Nov. 5, Kwon said consultations with relevant ministries and discussions with market participants had led to the conclusion that taxation should be implemented only after sufficient infrastructure and regulatory frameworks are in place to minimize market distortion and confusion. Kwon added that unprepared taxation could disadvantage compliant taxpayers and risk pushing the market underground, and said the party would use the grace period to swiftly pass a basic law on digital assets to formalize the virtual asset market under a legal framework and strengthen investor protections.

[Blockaid raises $40M after Binance hack]
Blockchain security firm Blockaid has raised $40 million after the Binance hack, Axios reported.
On Oct. 29, Blockaid said it detected signs that 50 approvals under Ethereum Improvement Proposal 7702 had been bundled and executed in a single transaction from Binance hot wallet "Binance 14," raising the possibility of abuse of signing infrastructure rather than private key exposure. Blockaid detected the attack one minute and 55 seconds after the first large-scale transfer and later worked with the exchange to help freeze about $3 billion in assets, according to the report.

[ZetaChain proposes burning 55 million ZETA, pledges not to sell 2027 foundation unlocks]
AI interoperability layer-1 blockchain ZetaChain said via its official X account that it had submitted its second governance proposal to ZetaHub, outlining its Solana migration plan, timetable and token holder protections.
Under the proposal, ZetaChain will shut down its native layer-1 operations on Dec. 9, according to the project, which specified the date in local time, and native ZETA tokens on the Solana network will be issued at a one-to-one ratio. About 55 million ZETA, worth roughly $2.04 million, previously allocated for validator rewards through 2027 will be burned in fixed monthly amounts. The proposal also said additional ZETA issuance on Solana will be permanently impossible, meaning no inflation will occur.
Token vesting for investors and core contributors will end on Jan. 1, 2027, and the foundation said it will not sell newly unlocked tokens in 2027. ZetaChain also released the first version of a new white paper focused on private AI on Solana. The governance vote is scheduled to run for 72 hours and end on Nov. 7.

[South Korea seeks 2-year delay to crypto income tax rollout]
South Korea’s Ministry of Economy and Finance said today it will work with the National Assembly to push a two-year delay in the start of taxation on virtual asset income, moving the implementation date to 2029 from 2027.
Deputy Prime Minister and Finance Minister Lee Hyeong-il made the remarks at a briefing at 6:00 a.m. UTC today at the Government Complex Seoul. The government also plans to speed up efforts to rationalize the tax system, including securing and linking overseas tax information and introducing a three-year loss carryforward, while accelerating legislation on digital assets to support the ecosystem. In addition, it plans to form a public-private joint working group to discuss tax infrastructure expansion and key policy tasks.
The ministry said additional preparation time is needed in light of institutional changes tied to digital asset legislation and the fact that virtual asset information-sharing with the U.S. is set to begin in 2029.
Note:
We obtained the press release from a community channel earlier today, then published content after verification. We were not aware of the embargo while the release had already spread across multiple communities. After identifying the embargo issue, we immediately removed the content.

[India warns AI-enabled hackers are expanding attacks on crypto exchanges]
India’s national cybersecurity agency warned AI-enabled hacking groups are expanding cyberattacks against cryptocurrency exchanges and financial firms, stealing wallet private keys and funds.
According to Cointelegraph, the Indian Computer Emergency Response Team, or CERT-In, said in a security advisory issued on Nov. 4 local time that it had named the threat actor “CRAFTY FALCON.” The notice was a follow-up to an attack campaign first detected and flagged in October. This time, it explicitly identified cryptocurrency exchanges as targets and disclosed more specific signs of the use of AI-based attack tools.
CERT-In said the attacks are ongoing and additional breaches have been reported even at non-bank financial companies and fintech firms that had implemented response measures following the earlier security warning.
