[France’s AMF adds illegal crypto service websites to warning list]
France’s financial markets regulator, the AMF, has published a new list of illegal cryptocurrency and related service websites identified in the third quarter. The list includes alphaairobot.com, bitgrokapp.com, cryptobullbear.com and investpathline.com.
The AMF said it has added 64 unlicensed crypto-related websites to the list so far in 2026. The regulator added that the list is updated regularly, but it does not include every illegal website. Investors can check the whitelist of crypto-asset service providers, or PSCA, on the AMF’s official website to verify whether a platform is authorized to operate in France.

[Altcoin leverage remains elevated, raising risk of large long liquidations]
High leverage levels in the altcoin market are persisting, increasing the risk that further price declines could trigger liquidations of long positions, Glassnode said.
The on-chain analytics firm said altcoin prices have corrected since leverage peaked earlier this month, but more than 40% of large-cap altcoins still carry leverage close to their highest levels of the year. If altcoin prices fall sharply again, liquidation pressure could intensify, particularly in leveraged long positions.

[Japan’s FSA weighs stablecoins for restricted subsidies such as child care, food]
Japan’s Financial Services Agency is reviewing the use of stablecoins and tokenized deposits to distribute subsidies earmarked for limited purposes such as child care and food, CoinPost reported.
According to minutes from the first meeting of an on-chain finance forum for the AI era released by the agency on Oct. 19, Japan’s Digital Agency plans to examine the related technical feasibility and how such payments would be treated under existing laws and regulations. The meeting also discussed tokenizing current account deposits at the Bank of Japan, enabling on-chain use of government bonds, and building next-generation interbank payment infrastructure. Experts stressed the need for a phased approach through small-scale pilot projects to make on-chain finance practical, while also raising concerns that if Japanese financial institutions fall behind as major overseas companies advance tokenization and stablecoin use cases, payment operations by Japanese and broader Asian companies could shift overseas.

Compared with the chain’s busiest day on Oct. 14, fee revenue over the most recent 14 days fell 92% for Pons V2, 96% for GMGN and 94% for Axiom. The median drawdown for memecoins on the chain from their all-time highs reached 97%, while 72% of all memecoins were down more than 90% from their peaks. [South Korea vice finance minister calls for crypto tax infrastructure, market rules]
South Korea’s First Vice Finance Minister Kwon Dae-young said the principle of taxing income where it arises should be respected, adding that tax infrastructure and a market discipline framework need to be in place for that principle to take hold properly in the virtual asset market, Chosun Biz reported.
Speaking at a closed-door meeting with virtual asset industry participants and experts held at the Seoul Regional Procurement Service on today, Kwon said virtual assets are seeing new transactions and services emerge rapidly as technology develops, while cross-border trading is also becoming more active. Kwon added that the tax system also needs to be carefully designed and operated in a way that fully reflects both taxation principles and changing market conditions, as well as the characteristics of such transactions.

[BTC risks deeper decline if it fails to hold $80.4K: Adler]
The key support level for assessing whether Bitcoin faces further losses is $80,400, on-chain analyst Axel Adler Jr. said. Adler said BTC fell about 6% from $86,700 on Oct. 2 to $81,600 today, while the BTC market structure indicator dropped to -0.32 from +0.37 a week earlier but remained above the bearish reversal threshold of -0.5. Adler said the move can still be seen as a normal correction if BTC holds $80,400, the lower end of its range over the past three weeks. If that support breaks and the indicator falls below -0.5, however, BTC could shift into a broader downtrend.
Adler added selling pressure also remains dominant in the futures market. The buy/sell strength indicator has stayed below its 50 baseline since Oct. 17 and fell to 46 after failing to break back above 50 during a rebound attempt yesterday, Adler said. A clear recovery above 50 in the futures market indicator would be an early sign of buying interest returning, Adler said.

Crypto analyst Darkfost said XRP whale withdrawals from Binance have fallen to their lowest level in about five years. Darkfost said the 90-day moving average of XRP whale withdrawals from Binance stood at $49.7 million, the lowest since October 2021.
Asset transfers from exchanges to external wallets are typically seen as accumulation, he said, adding that the slowdown in such withdrawal activity may signal weakening interest in XRP among large investors. [Analyst sees BTC sliding to $75K if $80K support breaks]
Cryptocurrency analyst Michaël van de Poppe identified $80,000 as a key support level for Bitcoin and said a break below that level could accelerate losses toward $75,000.
Van de Poppe said Bitcoin had recently risen to $87,000 before pulling back to around $81,600, adding that the current correction is not a major cause for concern. Van de Poppe said selling pressure could expand sharply if BTC falls below the key $80,000 support, while a hold above $80,000 followed by a break through $83,000 resistance could allow the uptrend to continue through much of the fourth quarter.
