[South Korea’s tax agency moves to track year-end holdings of top crypto owners]

South Korea’s National Tax Service is pushing a plan to manage year-end statistics on top virtual asset holders, the so-called major crypto owners, The Herald Business reported.

According to South Korea’s public procurement platform KONEPS, the National Tax Service on Oct. 6 disclosed preliminary specifications for a project covering the operation and maintenance of its 2027 computerized data recovery system forensics platform and integrated virtual asset analysis system. A notable item in the project is year-end virtual asset statistics for top holders. The agency specified that system administrator functions will include the operation and maintenance of transaction statement statistics by user, by virtual asset and by exchange, as well as year-end statistics on top holders. The move appears aimed at laying the groundwork to identify the status of users with large virtual asset holdings by exchange.

[Bitwise executive sees corporate BTC buying picking up again from year-end]

Corporate Bitcoin buying could become active again from late this year into next year if BTC prices rebound, Bitwise Head of Research Ryan Rasmussen said.

Rasmussen said corporate BTC purchases slowed broadly in the third quarter. Strategy’s net BTC holdings growth fell sharply to 1,666 in the third quarter from 83,901 in the second quarter, while net purchases by other listed companies dropped to 5,617 from 45,725 over the same period, Rasmussen said. He added that further buying could become possible if shares of BTC-holding companies regain their premium relative to the value of the BTC they hold.

Rasmussen also said other factors could drive a BTC price recovery even if a fresh wave of corporate BTC buying does not reappear by year-end. Corporate purchases are only one of several sources of BTC demand, not the only one, he said. Given that spot BTC ETFs saw $6.4 billion in net inflows in the third quarter this year, Rasmussen said spot ETF demand could support a BTC price recovery.

[BIS says stablecoins can cut cross-border payment costs]

Stablecoins can process cross-border payments at lower cost than traditional banks, although limits such as weak liquidity remain, the Bank for International Settlements said in a report, according to Forkast.

The BIS said using blockchains such as Ethereum, Solana and Tron could reduce reliance on banks and the SWIFT network. It added exchange rates between major currencies and stablecoins can come close to rates in the interbank wholesale foreign exchange market. At the same time, the BIS said fees for transactions, withdrawals and currency conversion arise when fiat is converted into stablecoins and cashed out again, while insufficient market liquidity can limit cost savings for large-value payments.

[South Korea may delay crypto tax again ahead of Jan. 1 rollout]

South Korea’s planned virtual-asset tax, set to take effect on Jan. 1, may be delayed again, The Asia Business Daily reported. Amid investor pushback, calls are gaining traction to address gaps in the system, including securing trading data from overseas exchanges and introducing loss carryforwards, before moving ahead with taxation.

South Korea’s Ministry of Economy and Finance is scheduled to attend a ruling-party-hosted parliamentary forum on the virtual-asset market on Nov. 2 to discuss key issues in the tax regime and related policy tasks. A National Assembly official said the government’s appearance would mark its first public participation in about five months after it formally signaled its intention to pursue virtual-asset taxation at a parliamentary forum in May and then declined requests to attend subsequent National Assembly-hosted discussions.

Japan’s Financial Services Agency is reviewing the use of stablecoins and tokenized deposits to distribute subsidies earmarked for limited purposes such as child care and food, CoinPost reported.

According to minutes from the first meeting of an on-chain finance forum for the AI era released by the agency on Oct. 19, Japan’s Digital Agency plans to examine the related technical feasibility and how such payments would be treated under existing laws and regulations. The meeting also discussed tokenizing current account deposits at the Bank of Japan, enabling on-chain use of government bonds, and building next-generation interbank payment infrastructure. Experts stressed the need for a phased approach through small-scale pilot projects to make on-chain finance practical, while also raising concerns that if Japanese financial institutions fall behind as major overseas companies advance tokenization and stablecoin use cases, payment operations by Japanese and broader Asian companies could shift overseas.
