[Clearpool unveils v4.0 white paper, plans 1%-4% annual CLEAR issuance]

Institutional decentralized lending protocol Clearpool said in a v4.0 white paper released today that it plans to issue an additional 1% to 4% of the CLEAR token supply each year.

The additional tokens will be used for liquidity provision, staking and governance, and yield incentives, with issuance set to be adjusted in line with ecosystem growth. CLEAR’s total supply will be around 1.42857 billion tokens, with 1.125 billion tokens, or 78.75%, in circulation at the time of migration.

Of the total supply, 70% will be allocated to existing CPOOL holders, 15% to the treasury and partnerships, 10% to ecosystem incentives, and 5% to contributors. Of the treasury and partnership allocation and the ecosystem incentive allocation, 35% of each will be unlocked at migration, with the rest released evenly over 36 months. The contributor allocation will be locked for 12 months and then released over 24 months.

Clearpool had previously disclosed a governance proposal to expand its credit infrastructure to the XRP Ledger and convert existing CPOOL tokens to CLEAR on a one-to-one basis.

[Burniske sees crypto pullback as early bull-market buying opportunity]

Placeholder partner Chris Burniske said the recent correction in the crypto market looks like a buying opportunity in the early stages of a bull market. In a post on X, Burniske said BTC has fallen nearly 10% from its peak, while many altcoins have dropped more than 20% to 40%, adding risk appetite for risky assets already appears to have weakened significantly. Burniske said he plans to buy in tranches while factoring in the possibility of further declines, and added long-term investors should focus on steadily building their target coin holdings rather than short-term price swings.

Andy, founder of blockchain-focused podcast The Rollup, said he has also focused on reaching target holdings rather than portfolio value in dollar terms. Andy added he is now trading less and is instead pursuing a strategy centered on long-term holding and phased selling to raise his average exit price.

[Vitalik says Ethereum can support broader cryptography via STARK-based signature checks]

Ethereum co-founder Vitalik Buterin said on X that using STARK-based signature verification could allow Ethereum to support a wider range of cryptographic technologies. He explained that if lattice-based cryptography is proven secure against AI attacks, it could be introduced for accounts and wallets through a precompile approach. Buterin added that the ideal approach would be to use EIP-8288, described in the source as a proposal centered on introducing a mempool, so users could generate their preferred signatures locally, convert them into STARK proofs, and include them in an aggregation system. In that case, there would be no need to store separate calldata on-chain or add new precompiles.

[BlackRock sees tokenized assets expanding into traditional finance]

BlackRock expects tokenized assets to broaden their use beyond crypto markets into collateral and settlement systems in traditional finance, Bloomberg reported.

Dan Maley, head of BlackRock Asia-Pacific cash business, said BlackRock’s tokenized funds are currently used as collateral in digital asset markets, and expanding that use into the traditional financial ecosystem represents a bigger opportunity. Maley said tokenization means fund ownership can be transferred or used as collateral without redeeming the fund for cash, while wider adoption in traditional finance will require financial institutions to recognize such collateral, integration with existing systems, and clearer regulation.

Meanwhile, BlackRock’s tokenized money market fund BUIDL has grown to about $2.3 billion in assets under management since its 2024 launch.

[XRP supply held for over a year rises to 55.91%, up nearly 5 percentage points YTD]

The share of Ripple (XRP) in circulation that has not moved for at least one year reached 55.91% on Oct. 16, up about 4.92 percentage points from 50.99% at the start of the year, The Crypto Basic reported, citing Glassnode data. The amount was equivalent to more than 38 billion XRP.

Among long-term holders, the one-to-two-year cohort posted the sharpest increase, rising from 11.698% at the start of the year to 16.742%. By contrast, the three-to-five-year cohort, which was the largest long-term holder group at the start of the year, fell from 18.432% to 17.801%. The two-to-three-year and five-to-seven-year cohorts also edged lower.

Among short-term holders, the one-to-three-month cohort declined from 12.286% to 3.518%, while the three-to-six-month cohort fell from 10.588% to 6.142%.

The outlet said the increase in long-term holdings, alongside a decline in XRP balances on exchanges, may have reduced the amount of XRP immediately available for trading. It added, however, that a higher long-term holding share does not necessarily signal additional buying and that demand would need to support any supply shift for prices to rise.

[Crypto lending vault deposits top $10B as regulators step up scrutiny]

Funds deposited in DeFi-based cryptocurrency lending products known as lending vaults have surpassed $10 billion, up sharply from about $4 billion at the start of last year, the Financial Times reported. Growth has been driven by demand from stablecoin holders seeking returns by lending assets to traders.

U.S. and European regulators are now examining whether closer oversight of lending vaults is needed. The U.S. SEC said in July it was reviewing whether vaults could fall under securities laws. The European Securities and Markets Authority in September proposed rules for gatekeepers that intermediate access to DeFi services or facilitate transactions, and said the regulations could also apply when crypto asset service providers support access to lending vaults.

[XRPL lending bug fix set for Oct. 23 pending continued validator support]

A bug-fix patch for the XRP Ledger, fixCleanup3_4_0, is expected to take effect around 9:34 a.m. UTC on Oct. 23 after securing support from 29 validators, CoinDesk reported. Because that backing only meets the minimum threshold, the countdown would restart if even one validator withdraws support.

The patch includes a fix tied to XRPL’s lending feature, which Ripple has been pursuing for banks and payments firms. Even if the patch is implemented as scheduled, that would not amount to final approval for the launch of the lending system. Under XRPL’s governance process, changes must win support from 29 of the network’s 35 default trusted validators, or more than 80%, and maintain that level of backing for two straight weeks to be approved.

[South Korea watchdog chief says crypto scam pace outstrips current oversight]

Lee Chan-jin, governor of South Korea’s Financial Supervisory Service, said current supervisory capabilities are struggling to keep up with the speed of on-chain fraud involving virtual assets, or digital assets, Digital Asset reported.

The remarks came after criticism over about 2.8 billion won ($2.0 million) in losses from a fake chain impersonating GIWA, a blockchain mainnet under development by Dunamu. During a National Policy Committee audit of the Financial Supervisory Service at the National Assembly in Seoul on Oct. 19, Democratic Party lawmaker Min Byoung-dug said Lee was unaware of the incident. Min added the regulator also did not know the scale of the losses and said its oversight capacity for the digital-asset market needs to be strengthened.

Min argued the regulator should secure dedicated blockchain forensics personnel and establish supervisory standards for large exchanges and blockchain networks.

[93% of South Korea crypto industry survey respondents call for tax delay]

More than nine in 10 people surveyed across South Korea’s digital-asset industry and expert community said cryptocurrency taxation set for next year should be delayed, citing difficulty obtaining transaction data from overseas exchanges and personal wallets as well as unclear tax standards for new transaction types such as staking and airdrops, the Seoul Economic Daily reported.

In an emergency survey of 30 people conducted by the Seoul Economic Daily, including officials at major domestic cryptocurrency exchanges, custody firms, blockchain infrastructure companies, and academic and legal experts, 93.3% or 28 respondents said implementation should be postponed until next year. Of those, 70% said they strongly supported a delay and 23.3% said they supported one. Only one respondent opposed a postponement.

Asked whether South Korea’s National Tax Service could accurately identify and tax transactions on overseas exchanges and in personal wallets, 86.7% answered negatively, while just 6.7% gave a positive assessment. Respondents also cited the introduction of loss carryforward deductions as a key area for improvement, according to the report.

[Zcash developers seek stronger ZEC swap privacy against future quantum threats]

The Zakura development team, which builds software based on Zcash, is pursuing a way to strengthen the privacy of ZEC transactions made through the cross-chain swap service NEAR Intents, CoinDesk reported. The team aims to assign a separate viewing key to each swap to reduce the risk that transaction records could be exposed by attacks from future quantum computers.

At present, when users swap privacy-protected ZEC for USDC through NEAR Intents, the user’s Zcash address is disclosed on NEAR’s public blockchain so unused ZEC can be refunded. Even if a transaction is completed normally and no refund is needed, the address remains publicly visible.

While deriving a private key from a public address is difficult with conventional computers, a sufficiently powerful quantum computer running Shor’s algorithm could theoretically attack the related cryptographic system. Under Zakura’s proposal, each swap would use a separate viewing key, while the key with authority to spend funds would remain in the user’s primary account. That would limit any transaction history visible to an attacker, even if the key for a specific refund address were exposed, to information related only to that swap.

[Bybit says it recouped full $1.5B hacking loss by late last year]

Bybit had fully recouped about $1.5 billion in losses from a North Korean hacking attack by late last year through operating revenue such as trading fees, CEO Ben Zhou said in an interview with Colin Wu, the operator of crypto media outlet WuBlockchain, BlockBeats reported.

Zhou said exchanges hit by hacks would continue to emerge and stressed security systems should be designed on the assumption they will be breached. On industry competition, Zhou said the period of rapid expansion by global exchanges has passed, and while consolidation among exchanges is likely ahead, exchanges with local licenses, operational capabilities and a focus on specific regions still have room to grow. Zhou added Bybit's profit this year has fallen from a year earlier, and its traditional asset trading business, including stocks, is still not enough to offset weakness in its crypto business. Zhou also said Bybit is waiting for an opportunity to enter the U.S. market, prefers working with institutions that already have a local retail investor base, and plans to focus over the next year on regional business expansion and localization, according to BlockBeats.

[Dunamu, Bithumb shares slide to yearly lows]

Shares of cryptocurrency exchanges have fallen to their lowest levels of the year, as weak trading activity, delays in establishing a legal framework and lingering uncertainty over crypto taxation cool investor interest, Bizwatch reported.

According to Naver Pay Unlisted, shares of Dunamu, the operator of South Korean exchange Upbit, traded at 236,000 won ($171) on Oct. 16. Dunamu’s stock had climbed to 370,000 won when it announced a share swap with Naver Financial in November last year, but has since declined steadily to its lowest level this year.

Bithumb’s share price has fallen about 57% over the past year. After trading near 350,000 won following its relisting after the spin-off of Bithumb Asset in November last year, the stock is now changing hands in the 140,000 won range.
