localhost is a hostname that points back to your own computer. When you type localhost:3000 in your browser, your request never leaves your machine. It goes to the loopback address 127.0.0.1, where your local server is listening.
That's why your React or Node app works on your laptop but nobody else can open your localhost link. For them, localhost means their own computer, not yours.
To let others see your project, deploy it (Vercel, Netlify, Render) or use a tunneling tool.
