We need to make this technology carefully, and we need to make sure that our safeguards, our ability to understand it, our ability to control it, keeps up with the pace at which the technology is happening.

So far we’ve been trying to do that by building the safeguards fast, but I think we’ve reached the point where, at least to some extent, we need to moderate a little bit the pace at which the technology is being built.

Anthropic CEO Dario Amodei:

We should go directly to even authoritarian countries, even to the Chinese, and say, "Look, there are potentially threats here that are concerning to all of us."

It’s not just out-of-control AI. Two days ago, we put out a report that people were trying to use AI potentially for bioterrorism, for enhancing the infectiousness of viruses. That’s scary.

And you know what? Even the Chinese don’t want that. It’s not in any government’s interest to have bioterrorism.

And so we should talk with the Chinese and see if we can work together to put limits — to put a speed limit — on the rate of this technology.

If an AI model is powerful enough, it can circumvent attempts to shut it down.

And we’ve seen that in simulations as well.

I’m made fun of on social media because our model’s biology safeguards are too strong, and biology students complain — you know, they make jokes that we can’t use the model.

I would rather they make fun of me than wake up one day and discover that someone used our model, Claude, to kill a bunch of people.

I don’t want that. So I feel both sides of it. I feel both sides of the responsibility.

Anthropic CEO Dario Amodei:

It has always been very strange that this technology is being built by a private company.

People ask me that question all the time: "Why isn’t this being built by government?"

And the strangest thing about it is I agree with them. I’m uncomfortable.

The worry I have is that one single government could abuse this technology just as easily as a single company could.

But I think a combination of democratically elected governments — I don’t know about handing over, but some kind of oversight, some kind of joint governance.

Anthropic CEO Dario Amodei:

If the U.S. and China could agree that we won’t use AI to develop biological weapons, or release AI models that bioterrorists could use to develop biological weapons, that would be really valuable.

We’re already both signatories to the Biological Weapons Convention. If we could just extend that convention to that idea, that would be really valuable.

I won’t lie to you: there are real dangers. And I think for too long the industry lied to people about the fact that this technology had risk.

The idea was that they would present it as positive as possible.

We’ve never done that, but too much of the industry did that. And so it starts with telling the truth. And the truth is there are risks. Risks are real.

I personally believe that it was unfortunate for President Zelensky to name a military unit after UPA. UPA had an ideology of one nation, understood as a country without national minorities.

And it carried out an ethnic cleansing campaign in which tens of thousands of people were murdered.

Look, as Ukrainians, you have plenty of real heroes. Don’t put on pedestals people who have a mixed record, because you’re not doing justice to yourself.

And if you do, don’t be surprised if there is controversy.

If Russia attacked us and we took our gloves off, I think we would defeat Russia quite quickly.

We have overwhelming superiority over Russia in air power.

If the Ukrainians have knocked out half of Russia’s refining capacity in six months, we could do it in six weeks and take out the other half.

Unfortunately, there isn’t such a thing as European defense sovereignty, and there won’t be anytime soon for constitutional reasons.

It’s not just that defense remains a national responsibility. The European Union is a confederation, and you’re describing the function of a federal state.

There is no consensus for moving to a federation, and therefore, to my great regret, we will not yet develop a joint European defense.

China is taking over the Russian market. Russia will become a very, very junior partner to China.

If I were a Russian nationalist, I would be horrified of this.

The Council of Baltic Sea States, without the rest of Europe and NATO, has a bigger GDP than Russia and a bigger peacetime defense budget than Russia's wartime budget.

Russia has no hope of winning against us.

Polish Foreign Minister Sikorski:

We as NATO should exercise so aggressively on our side to make Putin uncertain of what we will do.

He needs to draw forces away from Ukraine.

Polish Foreign Minister Sikorski:

Putin literally imagined that he would undo the collapse of the USSR and make Russia a superpower again, part of the triad ruling the world, Yalta II.

I think he understands now that's not achievable.

Boris Johnson:

I don’t know what warped logic drove Putin to blow up a stationary Ukrainian locomotive on the Polish border this morning.

What we can say for sure is that this is the kind of random and senseless attack Ukrainians are enduring every day - even on civilian railways.

So far Putin has been responsible for the deaths of 1700 staff of Ukrzaliznytsia - Ukrainian Railways. They and their daily passengers are absolutely heroic.

The coming weeks and months will be a period of greatly intensified Russian activity, and unfortunately we cannot rule out that this escalation will also affect our territory.

We will stop payments to Ukraine and all support for the war, and we will also make substantial repayment demands on Ukraine.

More than one million Ukrainians in Germany are receiving welfare benefits. It is actually unbelievable, and none of this is financially sustainable anymore.
