Hungary has delayed a procedural step needed to advance the EU membership bids of Ukraine and Moldova.

After EU countries unanimously approved opening the first negotiating chapter for both on June 15, Hungary on Tuesday blocked a letter spelling out the bloc's joint position—the only one of 27 members to do so.

The issue will be revisited next week.
