Cuba says it has completely run out of diesel and fuel oil, pushing the country into its worst blackout crisis in decades.

CIA Director John Ratcliffe met Cuban officials in Havana to deliver a message from President Trump: the U.S. is open to economic and security talks if Cuba makes major changes.

The talks included Cuba’s intelligence and interior officials and focused on intelligence cooperation, economic stability, and regional security.

Cuba said it showed the U.S. that it is not a national security threat and should not be labeled a state sponsor of terrorism.

The U.S. is preparing possible charges against former Cuban leader Raúl Castro over Cuba’s 1996 shootdown of two Brothers to the Rescue planes that killed four people.

The case centers on a February 1996 incident in which Cuban fighter jets shot down two civilian Cessnas operated by the exile group Brothers to the Rescue.

An international investigation found the planes were outside Cuban airspace when they were destroyed.

At the time, Fidel Castro led Cuba while Raúl Castro headed the armed forces. Cuban officials have long defended the shootdown as lawful.

The Pentagon is cutting US troop deployments in Europe after pressure from President Trump over NATO burden-sharing.

A planned deployment of about 4,700 troops from the 2nd Armored Brigade Combat Team to Poland and Eastern Europe was canceled.

A long-range missile battalion deployment to Germany was also canceled.

Around 5,000 troops are expected to be withdrawn from Germany overall.

Pentagon officials and NATO allies reacted with shock and confusion after Defense Secretary Pete Hegseth abruptly canceled a planned deployment of 4,000 U.S. troops to Poland.

“We had no idea this was coming,” one U.S. official said, describing frantic calls between American and European officials trying to determine “if more surprises are coming.”
